They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood".The day before the General Assembly itself had approved in New York the Convention on the Prevention and Punishment of the Crime of Genocide, which was defined as the intentional destruction, as a whole or in part, of"a national, ethnical, racial or religious group", with the well-known exclusion of the political groups due to the opposition of the Eastern Bloc countries, which feared being charged for persecuting their foes (the so-called enemies of the people who were condemned to forced labour in the Gulag camps).
